[1] Note that KFF argues that Medicare and Private Insurance should not be included in LTC expenditures, which would drop the total for 2023 from $629.3 billion to $469.3 billion, raise Medicaid’s share from 44.2 percent to 59.3 percent and increase out-of-pocket expenditures from 12.9 percent to 17.4 percent.
