RE: How to Reduce Medicaid LTC Cost While Improving Care Access and Quality

It's no secret Medicaid's long-term care costs are pinching state's budget. Not so obvious is: "What can we do about it?"

I've spent the last 25 years answering that question . . . first as a career U.S. government employee and since 1989 as a consultant in both the non-profit and for-profit sectors.

Medicaid long-term care expenditures can be radically reduced without compromising care access or quality. Here's how:

• Step one is . . . understand why Medicaid LTC costs are so high and increasing.
• Step two is . . . know why private financing of long-term care is so limited and declining.
• Step three is . . . take full advantage of federal laws to control Medicaid LTC eligibility.
• Step four is . . . maximize non-tax revenues to the Medicaid program and the state.
• Step five is . . . educate the public about the benefits of planning privately for LTC financing and the consequences of failing to do so.

Not exactly rocket science. But extremely difficult because key LTC interest groups pursue contradictory goals and strategies.
